Throughout season 4, it's been clear that trouble is brewing in Kingstown, as gangs collide, and a new warden shakes up the power dynamics.

However, things are becoming increasingly complex for Mike and his allies as they face several major threats developing on all sides. And despite Mike's best efforts to find a balance, the opposition is just too strong and well-connected to push back effectively.

Ian Teams Up With Robert To Spook The Witness & Things Go South Fast

Early in Mayor of Kingstown season 4, episode 5, Ian is informed by his police chief that Evelyn Foley has a case built against him, with plans to make an indictment. In an effort to knock Evelyn off course, Ian makes plans with Robert Sawyer to spook the witness.

However, Robert's nature as a loose cannon is made significantly worse by the fact that he is heavily intoxicated when Ian manages to find him at the bar. Despite this, Ian moves forward with his plan, driving Robert to the witness' home and letting him take a gun into the situation.

When Robert's aggressive tactics fail to convince the witness to come and talk, Ian steps in to intervene, which causes the witness to immediately tense up and threaten to record this interaction. It's at this point that Robert loses his patience and shoots the innocent man in the neck.

Ian is frustrated, but recognizing that he now has no way out, he sinks several more bullets into the victim. They then dump the body in a river, but not before Robert digs the bullets out with a knife, once again proving how corrupt he is, and how frequently he has done things like this.

Mike McLusky visits his brother in Anchor Bay, going through the standard channels since he is not on good terms with the warden. While there, he informs his brother that Merle Callahan is the criminal that has been placed in the cell next to him this whole time.

Mike warns Kyle of the dangers, and informs him that Merle could put everyone he loves at risk, including his wife and infant son. This comes as a huge blow to Kyle, and he attempts to lessen his communication with Callahan, hoping to avoid revealing any important details.

Mike promises to move Kyle's family out of Kingstown, and he delivers on that promise, despite Tracey's protests. Ultimately, they will be safer outside this community.

Bunny's Operation Takes A Heavy Hit From The Cartel

Bunny's alliance with Frank Moses has led to him expanding his operations in a whole new way. As he sets up his first shipment of product onto a train in the manner he was shown by Frank, Bunny is unaware that the young Cartel Sicario is watching their operation from a nearby perch.

Later, the same Sicario parks a truck on the tracks and stops the train. He then lights the carriages on fire, which poetically mirrors how his gang was targeted by Frank Moses, first having his men killed on the tracks, and then invading their safe house and lighting it on fire.

Bunny spots his train in flames from a distance, informing Mike about the interference, and getting ready to respond in kind.

The Mayor & The Warden Go Blow For Blow

However, the biggest developments in Mayor of Kingstown season 4, episode 5, came about as Mike McLusky and Nina Hobbs sparred back and forth. After his visit with Kyle, Mike goes to meet the warden, running into her deputy, Torres, on the way, and getting into a brief but violent altercation.

Mike then makes an honest request to Hobbs to move Callahan into gen pop, and away from his brother. However, Hobbs reveals her true feelings about Mike as she describes how she still sees him as a bloodthirsty, ruthless inmate.

Mike recognizes that Hobbs is playing a game and holding back important details, so he sends Ian and Stevie from the KPD to remind her who is in charge in Kingstown. They succeed in retrieving an automatic handgun with no serial number, which confirms she is not as squeaky clean as she pretends to be.

This interrogation does manage to shake up the warden, and forces her to go to the Mayor's office and inform him that she will indeed split up Kyle and Callahan. However, her wording cleverly concealed her true plans, as she chose to move Kyle, a police officer, into gen pop.

This is as close to a death sentence as she can enforce, though Kyle's connections to the Aryans may end up being the thing that saves his life. The issue is, the price of that saving is likely far too high for Kyle's morality to survive, and his sentence could end up being drastically extended.

All things considered, things have never been worse for Mike and his loved ones. But with another half of the season still to go, there is time for things to get so much worse before they get better in The Mayor of Kingstown season 4.
