As One Piece delves further into the final saga, the story will need to unravel mysteries and lore surrounding central events and characters. For a larger portion of One Piece, Oda kept the identity of the World Government leaders secret until the recent unveiling of the Gorosei and their true capabilities. However, this revelation barely scratches the surface regarding the World Government’s leader.
Imu, the covert leader of the Oligarch World Government, is one of One Piece's biggest mysteries. Fans have spun many theories regarding the existence of Imu and the role he plays in the Final Saga. However, Imu is most likely the Sea Devil, and Oda has foreshadowed this for the longest.
Imu fits the Persona for the Sea Devil More than any One Piece Character

Imu, the head of the World Government who secretly controls the totalitarian leadership's actions, is a key figure in the One Piece final saga. Early on in the series in Chapter 19 of One Piece, Shanks promoted a rumour that the Sea Devil was orchestrated the existence of Devil Fruits.
After that reveal, the Sea Devil was barely mentioned due to no significant ties between the Devil and the Devil Fruits. However, with Imu's constant reference lately in One Piece, the lore resurfaces once more. Imu has been depicted as a devil-like creature with a malevolent presence, alluding to the Sea Devil reference.
Also, chapter 1138 of One Piece expanded the lore of the three worlds — the First World, the Second World, and the Third World — and how they are connected to the Sun God. In the past two worlds, the Sun God has been a liberating identity that has saved Mankind from their downfall.
Clearly, the Sun God in the current Third World is Luffy, whom the chapter states will “bring a new morning” in the Third World. It can also be speculated that Imu is antithetical to Luffy’s existence, as he is a supernatural being who has caused a great deal of suffering and chaos in One Piece.
Imu is the Series’ Final Villain

Luffy’s Gear 5 ability alludes to the Sun God Nika and also confirms that he embodies and represents a concept: freedom. The world has been subject to the tyrannical dictates of the World Government and Imu, and greatly feared the awakening of Luffy’s Devil Fruit.
Hence, the final clash in One Piece is between these two forces, which will determine the fate of the world. When Oda intends to unravel this mystery completely is still unknown. Regardless, Imu will definitely play the ultimate sinister role in the final saga.
